Barcelona, September 22, 2015. Applus+ updates the market on two important Statutory Vehicle Inspection contracts.
Catalonia Statutory Vehicle Inspection
The Group has been notified that on the 15 October 2015 the anticipated preliminary ruling from the European Court of Justice will be published. This is in response to a formal request from the Spanish Supreme Court relating, amongst other things, to the application of the EU Services Directive to vehicle inspections under EU law. Particularly in the case of the Catalonia vehicle inspection regime, on whether an authorisation system such as the one in place, limits the provision of vehicle inspections to a defined number of operators, is permitted under EU law. Following the publication of this ruling the Spanish Supreme Court will progress towards a final ruling to the Appeal against the judgement of The High Court of Catalonia. The contract generated revenue of approximately €50 million in the year ended 31 December 2014, accounting for 3% of Group revenue.
State of Illinois Auto Emissions Testing Programme
The Group has also been written to by The State of Illinois Environmental Protection Agency with an “intent to award” a new vehicle emissions testing and inspection services contract to Applus+, managed on behalf of the State of Illinois. This contract has been operated by Applus+ since 2008 and generated revenue of approximately €10 million in the year ended 31 December 2014, accounting for 0.6% of Group revenue. If signed, the new contract will commence generating revenue from 1 November 2016 when the existing programme ends.
